When to Speak on Concerns
When a council bill comes up for discussion by council, citizens may then address the council on such bills provided they fall under the following agenda headings:
Setting an Appointment
Citizens wishing to speak to City Council are asked to register with the City Clerk. This may be done by calling the City Clerk's office prior to the meeting at 417-864-1650, or by filling out one of the cards that are distributed at the meeting and giving it to the City Clerk.
While at the Council Meeting
When the item is discussed, the City Clerk calls the names of those persons wishing to speak to the issue. When your name is called, please step to the lectern, state your name and address for the record, and the appropriate comments. The only restrictions on the comments are:
They must pertain to the subject being discussed
They are limited to 5 minutes
Speaking on Issues not on the Agenda
Citizens wishing to address the Council regarding an issue not on the agenda may speak under "petitions, remonstrances, and communications." To register to speak under this provision, the citizen must register with the City Clerk by 5 p.m. on Friday, prior to the meeting. At the appropriate time in the meeting the Mayor will call your name. Please step to the lectern, state your name and address for the record, and your comments. Again, the comments are limited to 5 minutes.
